There are only two things that can go wrong – the officer or the training. Some people just aren’t meant to wear the uniform. In this case it was the training.

These cops,got frustrated and scared because what they were taught was forgotten or didn’t work.

The other thing to remember is that the 3rd party didn’t come out of nowhere. He was the original contact on scene, but they moved away from him in order to deal with the subject in the ground.

In that case these officers need a better method of communication to brief officers arriving on scene.
